Three Bylaw amendments pass; CLVS and voice writer amendments fail

The NCRA Annual Business Meeting was held Thursday, July 16, at the Hyatt Regency in Bellevue, Wash. Members who were not able to attend the meeting in person were able to follow the discussions via livestream or review the video and transcript after the fact. As provided for in the Bylaws, all NCRA Voting Members were able to vote online. Voting closed at 1:30 p.m. Pacific, July 17.

A total of 835 members voted.  

This year five amendments to the Association’s Constitution and Bylaws were proposed. To pass, Bylaw amendments must receive at least two-thirds (2/3) affirmation by the Voting Members who voted by electronic means.

PASSED – Amendment #1 – Fellows: Requirements for nominations of NCRA members were adjusted to accommodate non-continuous timeframes for committee work, among others.

  • For 611 (83.6%); Against 120 (16.4%)

PASSED – Amendment #2 – Alternative Amendment Procedure: Clarifications to the amendment timelines, procedures, and signatory requirements will provide a more consistent and transparent process for NCRA members.

  • For 548 (78.1%); Against 154 (21.9%)

PASSED – Amendment #3 – Affiliated Units: Fifteen (15) eligible NCRA members proposed that states meeting a 5% threshold of membership may be permitted to have more than one state affiliate represented within the National Congress of State Associations (NCSA).

  • For 562 (79.6%); Against 144 (20.4%)

FAILED – Amendment #4 – CLVS: Fifteen (15) eligible NCRA members proposed a revision to allow holders of the CLVS to be Participating Members of the Association.

  • For 440 (59.3%); Against 302 (40.7%)

FAILED – Amendment #5 – Voice Writers: Fifteen (15) eligible NCRA members proposed a revision to allow voice writers to be a part of the Association.

  • For 351 (43.3%); Against 460 (56.7%)
