NCRA’s Nominating Committee has offered its candidates for the 2021-2022 Board of Directors. The following outlines the candidates’ qualifications for members to prepare for voting.
As provided in the Bylaws, additional nominations are possible if received within 60 days after publication of the Nominating Committee slate. The date by which additional nominations were to be received was May 9. No additional nominations were received. Therefore, the following slate of Officers and Directors will be elected by acclamation to their respective offices during the Annual Business Meeting in Las Vegas, Nev.
Due to the election of Jason Meadors, FAPR, RPR, CRR, CRC, to the office of President-Elect, there will be a vacancy on the floor of the Annual Business Meeting for the remaining two years on his Director’s three-year term. The presiding officer shall entertain nominations from the floor during the Annual Business Meeting, and the Voting Members present and voting shall elect a candidate to fill said vacancy.
The slate will be presented to the NCRA membership on Thurs., July 29, at the Annual Business Meeting, 8:30 -11 a.m. Pacific Time, as part of the 2021 NCRA Conference & Expo at Planet Hollywood Resort & Casino.
In accordance with NCRA’s Bylaws, the President-Elect automatically succeeds to the office of the President.
The slate includes nominations for President-Elect, Vice President, Secretary-Treasurer, and two Director seats for three-year terms.
President
Debra A. Dibble, RDR, CRR, CRC
Salt Lake City, Utah
Debbie Dibble is a 32-year freelance reporter and captioner from Salt Lake City, Utah. She holds the nationally recognized professional certifications of Registered Diplomate Reporter (RDR), Certified Realtime Reporter (CRR), and Certified Realtime Captioner (CRC), and has qualified in the National Speed Competition and National Realtime Competition multiple times. Dibble holds certifications in Utah, Nevada, California, Tennessee, Washington, and Texas and is highly experienced in all matters of complex litigation in depositions, arbitrations, and courtroom trials, as well as providing CART/broadcast captioning services.
At the national level, she served as an NCRA Chief Examiner for many years and as a delegate to the National Committee of State Associations from 2008 to 2012. She also served a three-year term as a Director, a three-year term as Secretary-Treasurer, and one year as Vice President, and she is currently completing her year as President-Elect on the NCRA Board of Directors. Dibble has been deeply involved in leading a team to design and develop Career Launcher, NCRF’s new mentorship program for new professionals.
In 2010, the Utah Court Reporters Association (UCRA) honored her with its Distinguished Service Award. Dibble has also served in numerous volunteer positions at the state level including as a director and president of UCRA.
President-Elect
Jason T. Meadors, FAPR, RPR, CRR, CRC
Fort Collins, Colorado
Jason Meadors began his career in court reporting in early 1975 while serving in the U.S. Marine Corps from 1974-1978. He has worked in both official and freelance roles. He founded Meadors Court Reporting in 1989. Meadors holds the nationally recognized professional certifications of Registered Professional Reporter (RPR), Certified Realtime Reporter (CRR), and Certified Realtime Captioner (CRC). He is also a Fellow of the Academy of Professional Reporters (FAPR).
During his career, Meadors has reported in nearly two dozen states as well as in Colombia, Ecuador, Hong Kong, India, Japan, Kazakhstan, Mexico, Nicaragua, Nigeria, Norway, South Korea, and Taiwan.
At the national level, Meadors has served on numerous NCRA committees as well as on the Board of Directors and as Secretary-Treasurer. He is a contributor to the JCR magazine and has presented at the national, state, and user group levels.
His volunteer service has included numerous roles with the Colorado Court Reporters Association, including as its president.

Cindy L. Isaacsen, RPR
Shawnee, Kansas
Cindy Isaacsen is in her 13th year as an official court reporter for the 10th Judicial District Court in Olathe, Kan. She began her career in 1988 as a freelance court reporter in Clarksville, Tenn. In 1990, she worked as a freelance court reporter in Schweinfurt, Germany. She has also worked as a freelance court reporter at Fort Polk, La., and for several firms including Welker & Associates in Clarksville, Tenn., and AAA Court Reporting Company in Overland Park, Kan. Isaacsen also worked as an official court reporter for the 36th Judicial District Court in DeRidder, La.
At the national level, she was elected in 2018-2019 and served a three-year term as an NCRA Director. She also served on NCRA’s Election Committee in 2016-2017, and as a regional representative for the National Committee of State Associations, and as committee chair. She has also served on various committees, including finance, brand ambassadors, and student/teacher.
At the state level, Isaacsen has served on the board and twice as president of the Kansas Court Reporters Association. She has also served as a speaker for several state associations. Isaacsen is a graduate of the Stenograph Institute of Texas and holds the professional certification of Registered Professional Reporter (RPR).

Kristin M. Anderson, RPR
San Antonio, Texas
Kristin Anderson is an official court reporter for Bexar County Civil District Court. She graduated Magna Cum Laude with a Bachelor of Arts degree in Management and Human Relations in 2012. She holds the nationally recognized professional certification of Registered Professional Reporter (RPR). With more than 20 years of experience, Anderson has worked both as a freelance reporter in Kansas and Missouri and as an official court reporter in Illinois and Kansas. Anderson worked for the U.S. District Court Western District of Texas from 2013 through 2017 and has her Federal Certified Realtime Reporter (FCRR) designation with the United States Court Reporters Association (USCRA).
At the national level, Anderson is a past chair of the National Committee of State Associations and served on that committee in various capacities from 2006 through 2014. She also served on the Veterans Liaison Committee of NCRA’s New Professionals Committee, the Membership and Telemarketing Committee, the Steno Opportunities in the Courts Task Force, and on the Board Policy and Procedures and Finance committees, and most recently chaired the Finance Committee and Audit Committee as NCRA Secretary-Treasurer.
At the state level, Anderson has served in numerous positions and on various committees for the Kansas Court Reporters Association, including as president for two terms. She served on the Texas Court Reporters Association convention and ethics committees from 2015 to 2016. Anderson is a member of the Bexar County Court Reporters Association, Texas Court Reporters Association, Texas Depositions Reporters Association, and the United States Court Reporters Association.

Saba McKinley-Roberts, RPR, CRI
Clarksville, Tennessee
Saba McKinley-Roberts is a freelance court reporter, captioner, and agency owner. She earned a degree in court reporting from Downey Adult School, Downey Calif., in 1990, and holds the nationally recognized professional certifications of Registered Professional Reporter (RPR) and Court Reporting Instructor (CRI). She is also licensed and certified in the states of California and Tennessee.
Her professional experience includes providing stenographic reporting and transcription services for all court-related hearings in Los Angeles County, on staff providing CART captioning services to students at Long Beach City and El Camino colleges and UCLA and launched her own agency, Divine-Scripts, LLC in 2014. Since moving to Tennessee, she has rebranded her agency with the name McRob Realtime Reporting, Inc.
At the national level, McKinley-Roberts has presented on CART captioning and her Realtime Mastery program. She also served on NCRA’s Captioning Committee from 2011 through 2020.
At the state level, McKinley-Roberts is a past chair of the California Court Reporters Association’s (CCRA) Mentoring Committee, and she served on the organization’s board of directors from 2013-2015. She has also served on CCRA’s Captioning Committee and holds membership in the Deposition Reporters Association.
McKinley-Roberts has also authored numerous books on CART and realtime skill building.

Erika Sjoquist, RPR, CRR
Savannah, Georgia
Erika Sjoquist is a court reporter with 29 years of experience of reporting in all areas of law. She holds the nationally recognized professional certifications of Registered Professional Reporter (RPR) and the Certified Realtime Reporter (CRR) and was a student of the Court Reporting Institute in Seattle, Wash. She is also licensed and certified in the states of California, Georgia, and Washington.
Sjoquist is credited with introducing realtime into various courtrooms of the Superior Court of the State of California, County of Ventura; and the U.S. District Court in Portland, Ore. She has covered an array of important events, including the National Republicans Women’s Convention held in Seattle, Wash.; lead reporter for the Academy Awards and reporting interviews with Oscar winners; a lead reporter for the Screen Actors Guild/AFTRA Awards reporting acceptance speeches; and a lead reporter for Disney Channel reporting interviews with foreign press members. She is currently a state court reporter for McKee Court Reporting in Savannah, Ga.
At the national level, Sjoquist has attended numerous Conferences. She is also a past president of the California Deposition Reporters Association.
